Minutes of the Meeting of the Parish Council held on
Wednesday, 13 October 2004
in the Village Hall
Present were:
Mrs Burton, Mr Clark, Miss Collinson, Mrs Kesterton, Mrs Oliveira, Mr Perry, Mr Rixson and Mrs Clark (Clerk).

Apologies for Absence
There were no apologies for absence
Approval of the Minutes of the Previous Meeting
The minutes of the meeting held on 8th September, 2004 were agreed and signed.
Matters Arising
Jubilee Sign
This had now been erected with the help of the Flook family, to whom grateful thanks were extended. The base of the old flagpole had proved to be beyond repair and thus the post had been cemented into the ground. A number of favourable comments had already been received. Mrs Oliveira had submitted an article to the Five Parishes Magazine explaining the reason for the sign, and its siting.
Parish & Town Charter
This had been returned to Uttlesford with the request that the grammatical and typographical errors be corrected before the Chairman would consider signing it, noting that it contained nothing that was not already being carried out. It was also pointed out that, contrary to the introductory letter, this charter had been drafted without any consultation with the Parish Council.
Community Achievement Award Scheme
There were no suggestions for nominations.
Doorstep Recycling
The Clerk had ascertained that Cranham Road had been included in the current doorstep recycling scheme since its inception.
Community Policeman
Contact had been made with our Community Police Officer and an open invitation extended to the Council meetings. She had, apparently been e-mailing regular reports to the parishes in her area, which included Broxted. These had not been received, and the Clerk was asked to follow this up.
Footpaths
There was nothing to report.
Stansted Airport
Visit to Track Monitoring Unit
Suggested dates for the proposed visit had yet to be received.
Exhibition re New Bus/Coach Station at Airport – 16th September
This had been attended by Mrs Kesterton who reported on an impressive design on the existing site, mirroring the main terminal building, but built lower down. The whole area would be covered.

It was reported that the consultation period was not now expected to start until the very end of the year, and that the area would now include Stevenage and a regenerated Harlow.
Noise Insulation for School, Hospitals, Hospices, etc Consultation
The document had been circulated and the Council's response to the questions posed agreed.

BAA had published its finalised Home Owner Support Scheme following the recent period of consultation and to the outrage of the local community had conceded very little. The Clerk was asked to write stating just how dissatisfied the Council was with the scheme and demanding a reappraisal.
Consultation on Night Flying Restrictions to apply from 31-10-05
This very technical document had been circulated amongst members for consideration. Mr Clark agreed to draft a response which would be circulated amongst members for comment before submission.
Correspondence
There had been no correspondence.
Finance
Balances
Balances as at 30th September, 2004 at Barclays Bank, Dunmow were reported as follows:

The Community Account balance included the second half year precept received in September. This had since been transferred to the Business Reserve Account.

Planning Matters
The current position on planning matters is as follows:
The Old Shop, 1 Cranham Road – first floor front extension, demolition of existing garage and erection of new detached garage awaited;
Cherry Green Cottage, Cherry Green – first floor extension to dwelling and garage extension to form double garage approved;
Moor End Farm – change of use and conversion of cartshed to holiday/short term letting accommodation awaited.
Any Other Business
Broxted Directory – 2005
A few minor amendments to the current directory were suggested. It was agreed that the Jubilee Sign would form the front cover.
Date of the Next Meeting
This was confirmed as being on Wednesday, 10th November, 2004 in the Village Hall at 8.00 p.m.
Cllr Mrs Down was thanked for her attendance, and the meeting closed at 9.05 p.m.
